" There must be as few Arabs on as few lands as possible [...]. The ideal would be for them to leave the country. And since it is impossible, and not at all desirable, to transfer them to the interior of the country, the lesser evil would be to concentrate them in the large villages. It could happen that, as a result of this transfer, a large number of them simply decide to leave.
