La question des transferts de population a suscité un débat parmi nous : Est-il permis ou interdit ? Ma conscience est absolument claire à cet égard. Un voisin éloigné vaut mieux qu'un ennemi proche. Il ne perdra pas à être transféré et nous ny perdrons certainement pas. En fin de compte, il s'agit d'une réforme politique et d'installation au bénéfice des deux parties. Je suis depuis longtemps d'avis que c'est la meilleure des solutions et, à l'époque des troubles [la révolte arabe de 1936-1939], j'ai été conforté dans mes convictions que cela devait arriver un jour. Mais il ne m'est jamais venu à l'esprit que le transfert "en dehors de la Terre d'Israël" signifierait simplement dans les environs de Naplouse. J'ai toujours cru et je crois encore qu'ils étaient destinés à être transférés en Syrie ou en Irak.

The matter of population transfer has provoked a debate among us: Is it permitted or forbidden? My conscience is absolutely clear in this respect. A remote neighbour is better than a close enemy. They will not lose from being transferred and we most certainly will not lose from it. In the final analysis, this is a political and settlement reform for the benefit of both parties, l have long been of the opinion that this is the best of all solutions, and in the days of the disorders [the 1936-39 Arab revolt] I was strengthened in my convictions that this must happen one day. But it never crossed my mind that the transfer "to outside the Land of Israel" would mean merely to the vicinity of Nablus. I have always believed and still believe that they were destined to be transferred to Syria or Iraq.
