During a meeting preceding the Peel Commission, proposing a transfer of Palestinians to the Transjordan (considered as part of Israel's Lands).

" Why can't we purchase land there [Transjordan] for Arabs who want to settle in Transjordan? If it is permitted to transfer an Arab from the Galilee to Judea, why is it forbidden to transfer an Arab from the Hebron area to Transjordan, which is far closer? (…) Even the High Commissioner [Sir Arthur Wauchope] has agreed to this on condition we provide the transferees with land and money ... and we agreed to this. "
