 Ce texte énonçant un principe d'égalité n'a jamais été intégré dans le corpus des lois d'Israël et encore moins réalisé, sauf pour l’accueil des seuls Juifs :
" … Nous déclarons ici qu'à partir de la date d'expiration du mandat, c'est-à-dire le 15 mai à 0 heures, une constitution nationale devra être établie par une Assemblée Constituante dont les travaux devront être terminés au plus tard le 1er octobre 1948. Le Conseil national actuel fera fonction de Conseil d'État provisoire, et son organe exécutif - l'administration nationale - constituera le gouvernement provisoire de l'État d'Israël. L'État d'Israël sera ouvert à l'immigration des Juifs de tous les pays, et leur arrivée permettra de favoriser le développement de tous ses habitants. L'État d'Israël sera bien fondé sur les préceptes de la justice, de la liberté et de la paix qu'ont enseignés les prophètes hébreux. Il établira une complète égalité des droits de tous les citoyens sans distinction de race, de foi ni de sexe, et garantira la pleine liberté de culte, l'éducation et la culture pour tous. Il garantira le caractère sacré et l'inviolabilité des lieux saints de toutes les religions. Il se conformera aux principes de la Charte des Nations Unies… "
"  … We declare that, with effect from the moment of the termination of the Mandate being tonight, the eve of Sabbath, the 6th Iyar, 5708 (15th May, 1948), until the establishment of the elected, regular authorities of the State in accordance with the Constitution which shall be adopted by the Elected Constituent Assembly not later than the 1st October 1948, the People's Council shall act as a Provisional Council of State, and its executive organ, the People's Administration, shall be the Provisional Government of the Jewish State, to be called "Israel." The State of Israel will be open for Jewish immigration and for the Ingathering of the Exiles; it will foster the development of the country for the benefit of all its inhabitants; it will be based on freedom, justice and peace as envisaged by the prophets of Israel; it will ensure complete equality of social and political rights to all its inhabitants irrespective of religion, race or sex; it will guarantee freedom of religion, conscience, language, education and culture; it will safeguard the Holy Places of all religions; and it will be faithful to the principles of the Charter of the United Nations… "
