"It is certainly desirable that Jews know they can find in Palestine a refuge from the mistreatment that all too often afflicts them, a national home to shelter their memories and hopes: we said so at San Remo. […] The national homeland is a remedy—admittedly still imperfect, yet necessary—for an ailment that would have healed itself had no state distinguished between its Jewish and non-Jewish citizens, had all Jews been willing to regard themselves as citizens of the states where they had settled; if the teachings of the Sanhedrin convened in Paris in 1807 had been understood everywhere—in short, if everyone had rallied to Emperor Napoleon’s striking statement: “I want the Jews to find Jerusalem in France.” Democratic nations can therefore only praise you for having sought to undertake this generous experiment and congratulate you on the success that has already crowned your efforts. You are right to hope that the French Jews, who have found Jerusalem in France, and with them all other French people, will know how to extend their aid to those of the children of Israel who, having not had this good fortune, have had to turn back to ancient Jerusalem.
