" La démocratie en Amérique signifie trop souvent le règne de la majorité sans égard pour la diversité ou le type ou stade de civilisation ou les différences de qualité … C’est sans doute naturel en Amérique et fonctionne globalement très bien. Mais si l’idée américaine s’appliquait, comme pourrait l’appliquer une administration américaine en Palestine, qu’arriverait-il ? La majorité numérique en Palestine est arabe, pas juive. Qualitativement, c’est maintenant un simple fait que les juifs prédominent en Palestine, et que si on donne une ou deux générations, ils prédomineront aussi quantitativement. Mais s’il fallait appliquer maintenant ou dans un futur proche une conception rudimentaire de la démocratie à la Palestine, la majorité serait une majorité arabe, et la tâche de développer une grande Palestine juive serait clairement plus difficile. "

But if the crude conception of democracy were to be applied now, or at some early stage in the future to Palestinian conditions, the majority that would rule would be the arab majority, and the task of establishing and developing a great jewish Palestine would be definitely more difficult. "
