" The critical problem is a parliamentarism in the Jewish state and in the transition period to it .... it is necessary that an institution of government should be set up, and one of its functions will be to prepare the parliamentary regime. In this transition period also we will know who are the [Palestinian] Arabs who would agree to remain as citizens of the Jewish state and their number would certainly be much smaller than we think today. By the reduction of the [Palestinian] Arabs on the one hand and Jewish immigration in the transition period on the other, we will ensure an absolute Hebrew majority in a parliamentary regime. "
