" Le plan vise au contrôle de l’État juif et à la défense tant de ses frontières que des implantations situées à l’extérieur de ces frontières contre les forces ennemies régulières ou irrégulières opérant à partir de bases en dehors ou à l’intérieur de l’État […] Les opérations sont réparties selon les types suivants : destruction de villages (par le feu, le bombardement et le minage), en particulier les villages dont nous n’aurons pas acquis le contrôle ; prise de contrôle par l’encerclement et fouille de chaque village ; destruction de ses groupes armés et la population doit être expulsée de l’autre côté des frontières de l’État juif . "
" « The objective of this plan is to gain control of the areas of the Hebrew state and defend its borders. It also aims at gaining control of the areas of Jewish settlement and concentration which are located outside the borders [of the Hebrew state] against regular, semi-regular, and small forces operating from bases outside or inside the state.
[…] These operations can be divided into the following categories: Destruction of villages (setting fire to, blowing up, and planting mines in the debris), especially those population centers which are difficult to control continuously ; mounting search and control operations according to the following guidelines: encirclement of the village and conducting a search inside it. In the event of resistance, the armed force must be destroyed and the population must be expelled outside the borders of the state . » "
