Ben-Gurion is said to have uttered these words in 1948. This widely circulated quote is immediately suspect: neither date nor precise circumstances. Secondly, it speaks of "social services" for Palestinians, whereas no such thing existed on the part of the Jewish pre-state, either before or during the Nakba. Above all, this quotation does not exist in the source given, Ben Gurion, a Biography by Michael Bar-Zohar (1975), as can be verified on the following links.
